{"id":3459,"date":"2025-05-14T13:17:54","date_gmt":"2025-05-14T17:17:54","guid":{"rendered":"https:\/\/www.superiorfireworks.com\/blog\/?p=3459"},"modified":"2025-06-11T15:45:18","modified_gmt":"2025-06-11T19:45:18","slug":"tariff-relief-for-fireworks-imported-from-china","status":"publish","type":"post","link":"https:\/\/www.superiorfireworks.com\/blog\/2025\/05\/tariff-relief-for-fireworks-imported-from-china\/","title":{"rendered":"Tariff Relief for Fireworks Imported from China"},"content":{"rendered":"\n<p>On May 12, the White House <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/05\/modifying-reciprocal-tariff-rates-to-reflect-discussions-with-the-peoples-republic-of-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced a significant reduction in tariffs on imports from China<\/a>, reducing the total rate on fireworks from <strong>150.3%<\/strong> to <strong>35.3%<\/strong>. This change takes effect <strong>Wednesday, May 14<\/strong>, and will remain in place for <strong>90 days<\/strong>. This temporary relief offers much-needed support to the fireworks industry by stabilizing costs and creating a narrow window to import additional inventory ahead of the July 4th holiday.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Understanding the Current Tariff Structure<\/h2>\n\n\n\n<p>The tariff rate consists of several components:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><thead><tr><th>Tariff Rate<\/th><th>Description<\/th><\/tr><\/thead><tbody><tr><td>5.3%<\/td><td>Longstanding baseline tariff on fireworks.<\/td><\/tr><tr><td>20%<\/td><td>Added earlier this year in response to the opioid crisis. Initially set at 10% on February 4, and increased to 20% on March 4.<\/td><\/tr><tr><td><s>125%<\/s> 10%<\/td><td>Trade-related tariff targeting Chinese imports. This was reduced from 125% to 10% effective May 14.<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p><em><strong>Note:<\/strong> For the remainder of this article, we reference only the additional tariff components imposed this year, excluding the regular 5.3%.<\/em><\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How We Got Here<\/h2>\n\n\n\n<p>This has been a very dynamic situation as tariff rates evolved over the past three months. When the additional <a href=\"https:\/\/www.superiorfireworks.com\/blog\/2025\/02\/new-tariffs-on-fireworks-imported-from-china\/\">10% tariff was first introduced in February<\/a>, our plan was to pass it through as directly as possible on an item-by-item basis as inventory arrived. This was going to average about a 4% price increase from where we started the 2025 season. When the <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/02\/imposing-duties-to-address-the-synthetic-opioid-supply-chain-in-the-peoples-republic-of-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">10%<\/a> tariff became <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/03\/further-amendment-to-duties-addressing-the-synthetic-opioid-supply-chain-in-the-peoples-republic-of-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">20%<\/a>, we were still going to stick to that plan.<\/p>\n\n\n\n<p>However, in early April, reciprocal tariffs were added, making it <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/regulating-imports-with-a-reciprocal-tariff-to-rectify-trade-practices-that-contribute-to-large-and-persistent-annual-united-states-goods-trade-deficits\/\" target=\"_blank\" rel=\"noreferrer noopener\">54%<\/a>, then <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/amendment-to-recipricol-tariffs-and-updated-duties-as-applied-to-low-value-imports-from-the-peoples-republic-of-china\/\" target=\"_blank\" rel=\"noreferrer noopener\">104%<\/a>, then <a href=\"https:\/\/www.whitehouse.gov\/presidential-actions\/2025\/04\/modifying-reciprocal-tariff-rates-to-reflect-trading-partner-retaliation-and-alignment\/\" target=\"_blank\" rel=\"noreferrer noopener\">145%<\/a>.<\/p>\n\n\n\n<p>We were at <a href=\"https:\/\/www.superiorfireworks.com\/blog\/2025\/04\/experience-our-cobra-con-2025-demo-show\/\">COBRA-CON<\/a> that week, and the mood within the fireworks community was tense as news came in about increasing back-and-forth rates with China.<\/p>\n\n\n\n<p>As a result, we had to make some fast, difficult decisions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Canceled or restructured remaining China shipments<\/strong>, incurring extra costs to cancel bookings, return containers to our warehouses, and unload them.<\/li>\n\n\n\n<li><strong>Paused or delayed production<\/strong> meant for New Year\u2019s and next July 4th because China warehouses became overfilled instead of clearing out as expected.<\/li>\n\n\n\n<li><strong>Shifted our pricing strategy<\/strong> to average tariffs across all products, preventing massive price swings between items and avoiding further disruption to purchasing behavior and supply chains.<\/li>\n<\/ul>\n\n\n\n<p>As a result, we have less inventory and higher costs than originally planned for this season. Further, customers that normally buy drop-ship containers had to cancel and rely on domestic inventory instead, putting added pressure on availability.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What&#8217;s Next<\/h2>\n\n\n\n<p>The impact of recent trade tensions will have a lasting impact.<\/p>\n\n\n\n<p>Looking ahead, we are not sure where final tariff rates will land. If last week&#8217;s <a href=\"https:\/\/www.whitehouse.gov\/fact-sheets\/2025\/05\/fact-sheet-u-s-uk-reach-historic-trade-deal\/\" target=\"_blank\" rel=\"noreferrer noopener\">trade deal with the UK<\/a> is any indication, rates with China aren\u2019t going back to zero, even in a best-case scenario. The current tariff relief is <strong>temporary<\/strong>, and unless extended or followed by a new agreement, rates will climb back to <strong>54%<\/strong> after the 90-day window ends.<\/p>\n\n\n\n<p>We will almost certainly see <a href=\"https:\/\/www.freightwaves.com\/news\/transportation-rates-likely-to-surge-during-tariff-pause\" target=\"_blank\" rel=\"noreferrer noopener\">higher ocean shipping rates soon as well<\/a>. Most fireworks importers, along with many others, stopped booking new shipments from China in April, in addition to canceling shipments that had already been booked. <a href=\"https:\/\/www.freightwaves.com\/news\/trans-pacific-blank-sailings-soar-as-ocean-shipments-plunge\" target=\"_blank\" rel=\"noreferrer noopener\">Huge numbers of sailings were canceled<\/a> as a result. With this temporary tariff reduction in place, we expect a rush of shipping demand to result in vessel space shortages, increased shipping rates, and possibly fireworks inventory shortages for New Year&#8217;s.<\/p>\n\n\n\n<p>It&#8217;s worth noting that ocean shipping lines only offer limited space per vessel for fireworks, which they often cancel when they have excessive demand for general cargo.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Pricing Impact<\/h2>\n\n\n\n<p>Navigating these challenges is tough. We&#8217;re doing everything possible to shield our customers from the worst impacts while preparing for increased costs in the months ahead. This 4th of July season is our only real chance to prepare financially.<\/p>\n\n\n\n<p>With all of this in mind, we have taken a phased approach, gradually averaging tariffs into our pricing while keeping a close eye on the news.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>We implemented <strong>wholesale price increases<\/strong> on April 12 and May 1, with a combined impact of about 17% over the start of the season.<\/li>\n\n\n\n<li>We implemented <strong>retail price increases<\/strong> on May 1, but this was more limited because we reduced markup to help preserve the best possible pricing.<\/li>\n<\/ul>\n\n\n\n<p>Thanks to the current tariff rollback, <strong>prices will remain stable through July 4<\/strong>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What This Means for You<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\">For Wholesale Customers<\/h3>\n\n\n\n<p>Inventory is limited this 4th of July, and if you haven\u2019t placed your wholesale fireworks order yet, <strong>do it now<\/strong>. The combination of canceled imports and peak-season demand is driving high competition for domestic inventory.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"\/wholesale\">Shop Wholesale Fireworks<\/a><\/div>\n<\/div>\n\n\n\n<h3 class=\"wp-block-heading\">For Retail Customers<\/h3>\n\n\n\n<p>With the <strong>4th of July falling on a Friday<\/strong>, this will be a huge celebration year at <a href=\"\/visit\">our store in Orange Park, Florida<\/a>! <strong>Shop early<\/strong> for the best selection, the best pricing, and the best shopping experience of the season.<\/p>\n\n\n\n<div class=\"wp-block-buttons is-layout-flex wp-block-buttons-is-layout-flex\">\n<div class=\"wp-block-button\"><a class=\"wp-block-button__link wp-element-button\" href=\"\/retail\">Shop Retail Fireworks<\/a><\/div>\n<\/div>\n\n\n\n<h2 class=\"wp-block-heading\">Update \u2014 May 28<\/h2>\n\n\n\n<p>The U.S. Court of International Trade <a href=\"https:\/\/www.cit.uscourts.gov\/sites\/cit\/files\/25-66.pdf\">ruled on May 28<\/a> that these tariffs exceed the president&#8217;s authority granted under the International Emergency Economic Powers Act (IEEPA), the National Emergencies Act (NEA), and the Trade Act of 1974. As such, <strong>the court blocked the tariffs<\/strong>.<\/p>\n\n\n\n<p>The Trump administration has appealed and is seeking a pause while it challenges the ruling. It seems likely that the case will end up before the Supreme Court.<\/p>\n\n\n\n<p>Even if this ruling is upheld, there is uncertainty about next steps. The court did cite more limited authority to levy tariffs in a more targeted, temporary manner, and we expect that would be implemented on imports from China.<\/p>\n\n\n\n<p>Additionally, we just received notice about shipping surcharges impacting fireworks shipments from China, as expected.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Update \u2014 June 11<\/h2>\n\n\n\n<p>The Trump administration announced June 11 that a trade agreement has been reached with China.<\/p>\n\n\n\n<p>Per <a href=\"https:\/\/www.reuters.com\/world\/china\/trump-says-china-will-supply-rare-earths-us-allow-students-2025-06-11\/\">Reuters<\/a>: &#8220;A White House official said the agreement allows the U.S. to charge a 55% tariff on imported Chinese goods. This includes a 10% baseline &#8216;reciprocal&#8217; tariff, a 20% tariff for fentanyl trafficking and a 25% tariff reflecting pre-existing tariffs.&#8221;<\/p>\n\n\n\n<p>The pre-existing tariff rate on some product categories is 25%, but as noted above, it&#8217;s only 5.3% for fireworks. As such, <strong>the agreement will maintain the current 35.3% tariff on fireworks<\/strong>.<\/p>\n\n\n\n<p><em>This is a developing situation with no clear resolution at this time. As such, we are not able to make any immediate changes.
